Starting Points: State & Community Partnerships for Young Children

In 1996 Carnegie Corporation of New York awarded two-year grants totaling more than $3 million to sixteen states and cities participating in a new grants program called Starting Points State and Community Partnerships for Young Children. The grants will expand the Corporation's efforts to stimulate reform in policies and programs and to mobilize community action.
