Early Childhood Matters (No.109)--Strengthening the Young Child's Care Environment (Moreno, T., & Dongen, J. V. [Eds.], November 2007). 

This report emphasizes the importance of strengthening the care environment in order for children to "survive and thrive", especially those which are young and live in disadvantaged situations. It declares that providing optimal conditions for children in early childhood is one of the best investments a country can make. "Strengthening the Young Child's Care Environment" also expands on different aspects of the care issue, highlighting parent/care-giver skills and relationships, and its necessity in ensuring a young child's survival and well-being. In addition, this report provides global examples of programmes striving to support and enhance the care environment for young children growing up in disadvantaged social and economic circumstances. The articles in this edition maintain a holistic perspective of young children's development, recognizing different levels of care environment, and the need to develop programmes which may create substantial positive change for children.
