ECCD Costs, Financing and Resource Mobilization

Purpose:               
The Working Group on ECCD Costs, Finance and Resource Mobilisation was formed during the Paris CG Meeting of September 15, 2005.  It addresses the urgent need for information and expanded analyses of ECCD costs and finance for use in policymaking, strategic planning, and programme development.

Status: 
On behalf of the Working Group and with a grant from the Bernard van Leer Foundation, Alejandro Acosta, Robert Myers and Emily Vargas-Barón are conducting a study on ECCD costs and finance. 

Phase I activities (May to October, 2006) will include to:

• Identify, review and analyze studies pertaining to ECCD costs and finance
• Prepare a White Paper on ECCD Costs and Finance with summary recommendations for the field, and
• Prepare a proposal for expanded activities during Phase II.

Phase II  is expected to include the following activities:

• Plan and prepare an issue of the Coordinators' Notebook on ECCD costs and finance, and
• Design, draft, field test, and produce an international Training Guide on ECCD Costs and Finance

Phase III  will use the White Paper and Training Guide to encourage greatly expanded investment and diversified support for ECCD at national, regional and international levels.

At the CG Annual Consultation, the Working Group will review and discuss the draft White Paper, consider elements for Phase II follow-on activities, provide ideas for the Coordinators' Notebook on ECCD costs and finance, and make recommendations on elements for the Training Guide.
